University Council Members

Dr. Musangi Jane Mutua

CHAIRPERSON OF THE COUNCIL

Dr. Musangi Jane Mutua holds a PhD in Business Administration from the University of Nairobi, a Master of Public Administration from the University of Canberra (Australia), and a Bachelor of Arts degree from the University of Nairobi. She also holds a Higher National Diploma in Industrial Human Resource Management (IHRM).

Dr. Mutua has extensive experience in academia, governance, and public service, spanning over 25 years. She has served in senior administrative and management roles where she contributed to policy formulation, institutional reforms, and capacity development in higher education and the public sector.

She has been a chair for Masinde Muliro University of Science and Technology and Pwani University.

Dr. Mutua is the current Chairperson of Council for Garissa University, where she provides strategic leadership and oversight in line with the Universities Act and national governance standards.

Dr. Alice Otwala, CBS,

Council Member

Dr. Otwala has built a distinguished career in Kenya’s public service. She previously served as the Secretary/Chief Executive Officer of the Public Service Commission (PSC) for approximately six years, where she was lauded for her leadership in facilitating 269 board meetings and advancing transparency and accountability in service delivery policies

Dr. Otwala has been celebrated for her exemplary public service with the conferment of the Chief of the Order of the Burning Spear (CBS)—a prestigious national honor recognizing exceptional contributions to Kenya.

Mr. Vincent Orucho

Council Member (Ministry of Education Representative)

Mr. Vincent Orucho holds a Bachelor of Science degree in Biology and Chemistry and a Postgraduate qualification in Parasitology. He is currently pursuing a Doctor of Philosophy (PhD) in Parasitology. In addition, he is a Certified Counsellor, reflecting his commitment to holistic education and learner support.

He began his professional career as a secondary school teacher and trainer, where he gained extensive classroom and administrative experience. Over the years, he has contributed to curriculum delivery, mentorship, and capacity building within Kenya’s education sector.

 

Mr. Orucho represents the Ministry of Education on the Council of Garissa University, bringing with him a wealth of knowledge in science education, research, and educational policy. His blend of academic expertise, practical teaching experience, and counselling skills positions him as a valuable member of the Council in advancing the University’s mandate of academic excellence, research, and community service.

Prof Ahmed Osman Warfa

Secretary to the Council

Prof Ahmed Osman Warfa is Vice Chancellor, of Garissa University and Secretary to the Council

Prof Warfa holds a Ph.D. (Curriculum and Instruction; Supervision of Instruction, Ohio University; M.Ed. (Secondary Education, Ohio University; MA (International Studies, Ohio University; BA (English & History, Ohio); Dip Ed (English Language & Literature, Siriba Teachers College)

He Has over 30 years of work experience.

CPA Jonah N. Kariuki

MEMBER OF COUNCIl

CPA Jonah N. Kariuki is an accomplished accountant with over 20 years of professional experience in financial management, auditing, and corporate governance. He holds a Master of Business Administration (MBA) in Finance from Moi University and is a full member of the Institute of Certified Public Accountants of Kenya (ICPAK).

His career has spanned diverse roles, including serving as an Audit Trainer at PKF, where he mentored and developed young professionals in audit practice and compliance. He has also contributed significantly to governance and accountability as a Board Member at Gatanga Girls School and Muhasibu Sacco, where he provided oversight in finance and strategic management.

Currently, CPA Kariuki serves as an Independent Council Member at Garissa University, where he brings his wealth of expertise in finance, governance, and auditing to strengthen institutional accountability and ensure prudent management of resources.

Hassan S. Mohamed, CBS

INDEPENDENT MEMBER OF COUNCIl

Mr. Hassan Sheikh Mohamed, OGW, holds a Master of Arts in Economics and Social Studies (Development Administration and Management option) from the University of Manchester, UK, a Postgraduate Diploma in Public Administration and Management from Glasgow Caledonian University, UK, and a Diploma in Range Management from Egerton University, Kenya.

He brings to the Council over 30 years of distinguished experience in Public Administration and Management, Peace Building and Conflict Management, and Public Financial Management.

Mr. Hassan has previously served as the Commission Secretary of the National Cohesion and Integration Commission (NCIC), and has held multiple middle and senior leadership positions within the Government of Kenya as well as with the Intergovernmental Authority on Development (IGAD).

He currently serves as an Independent Member of the Council of Garissa University, where he applies his extensive expertise in governance, public sector management, and conflict resolution to strengthen institutional development and stakeholder engagement.

John Karani Ndiwa, MBS

MEMBER OF COUNCIl

Mr. John Karani Ndiwa, MBS, holds a Master’s Degree in Business Administration (Strategic Management) from USIU–Africa, a Practitioner Diploma in Executive Coaching from the Academy of Executive Coaching, UK, and an Executive Supply Chain Development Program Certificate from GIBS Business School, South Africa. He also holds a Postgraduate Diploma in Purchasing and Supply Management from the Chartered Institute of Purchasing and Supply (CIPS-UK), a Postgraduate Diploma in Transport and Logistics from the Chartered Institute of Logistics and Transport (CILT-UK), and a Bachelor of Arts in Economics from the University of Nairobi.

Mr. Ndiwa has over 30 years of distinguished experience in Procurement and Supply Chain Management, having served in senior leadership positions in blue-chip.

He has also served as the Chairman of the Kenya Institute of Supplies Management (KISM), where his transformative leadership elevated the institution to a respected professional body in Kenya and across Africa. In recognition of this contribution, he was awarded the Moran of the Burning Spear (M.B.S.) by the President of the Republic of Kenya.
